Dear Messrs. Rogalski and Manjarrez,
First, let me say that this incident would never have happened had either one of you two answered me. Indeed, if you had answered me, there would have been no need for me to call the FBI.
Today, February 15, 2023, at 09:44 (am) Beijing Time (+0800), I tried to call the phone number shown on this FBI brochure about the FBI Victim Services:
The phone number is (202)-324-3000.
But the FBI operator hanged up on me.
After the FBI informed me the FBI was recording the phone call, I informed the operator that I was also recording the phone call and he disagreed so he hanged up. It’s crazy! How can the FBI hang up on a victim and a key witness in a major RICO case!
Why did he disagree for me to also record the phone call? So, the FBI is all powerful and can record the phone calls of the victims but victims can’t protect themselves by also recording the phone calls to potentially hold the FBI accountable?
So, when the FBI fails, if the FBI fails, how can the victims hold the FBI accountable for its mistakes?
Please remember that I first tried to notify the FBI about this major case back in 2015. Here is the transcript of the 2015 phone call:

I never ceased trying to alert the authorities. Respectfully, it’s time for the FBI to wake up!

I am not sure whether the operator has the right or not to disagree to be recorded, but it sure doesn’t feel right.
I tried to quickly check online and it seems that some lawyers based in Washington D.C. and I found a law firm stating on their website that:
“In Maryland and DC, police officers are public figures and as such, don’t enjoy a reasonable expectation of privacy when on active duty. This means you can take video and audio recordings of police officers when they are carrying out official duties.”
What if tomorrow an informant calls the FBI to warn about an imminent attack on the United States of America? What if the informant wants to record the phone call? Will the FBI hangs up on him because the informant is recording? Don’t you think it’s ridiculous?
It’s not serious to say the least.
